Gabriela Coser, an MPP student at the Harris School of Public Policy, brings a decade-long career of multidisciplinary experience collaborating with state and local governments in Brazil. Her professional expertise spans various topics, focusing on research and advocacy on climate change, foreign affairs, and finance. Born and raised in Brasília, Gabriela's professional journey is marked by a strong commitment to addressing complex socio-economic and environmental challenges.
Before joining Harris, Gabriela worked at the Climate Policy Initiative (CPI/PUC-Rio), where her climate finance research-informed public policies aimed at protecting forests by proposing measures to increase investments that decarbonize the economy. Her work has focused on conserving the Brazilian Amazon, emphasizing its critical role in preventing global warming from exceeding 1.5 degrees Celsius. Gabriela's work has advocated for public policies to combat deforestation and enhance property rights in the Amazon, both essential for preventing further environmental degradation and social conflict.
Gabriela also played a pivotal role in shaping the climate finance agenda at CPI/PUC-Rio, developing capacity-building partnerships with local governments. She has also represented CPI on the Brazilian Sustainable Taxonomy Interinstitutional Committee ("CITSB") and at The Laboratory of Financial Innovation's Green Finance working group.
Previously, at the Brazilian Confederation of Agriculture and Livestock (CNA), Gabriela led analyses to influence policy decisions, advocate for Brazilian agricultural products, and contribute to trade agreements. Her tenure at the Permanent Mission of Brazil to the World Trade Organization (WTO) in Geneva, Switzerland, deepened her understanding of global trade dynamics and the importance of evidence-based policymaking.
She looks forward to enhancing her skills with the cutting-edge knowledge and empirical tools she will learn at Harris while conducting innovative research on climate conflict as a Pearson Fellow. Gabriela holds a bachelor's degree in economics from the University of Brasília (UnB). She is also dedicated to volunteering for education, mentoring young students, and organizing cultural fairs promoting inclusivity and public space use.
